NPS COOPERATIVE AGREEMENT - THESE EXPENDITURES RELATE TO THE COOPERATIVE AGREEMENT WITH THE NATIONAL PARK SERVICE FINANCIALLY ADMINISTERED BY THE NCSHPO STAFF IN WHICH THE NPS, THE NCSHPO, AND SHPOS ACCOMPLISH HISTORIC PRESERVATION PROJECTS, DESIGNED BY THE NPS, IN FURTHERANCE OF THE GOALS OF THE NATIONAL HISTORIC PRESERVATION ACT.


MEMBERSHIP AND REPRESENTATION - THE NCSHPO WORKS AND HAS WORKED WITH CONGRESS AND THE ADMINISTRATION TO SECURE APPROPRIATE LEVELS OF WITHDRAWALS FROM THE HISTORIC PRESERVATION FUND WHICH COVERS HALF THE COST OF THE STATES' OPERATION OF THE NATIONAL HISTORIC PRESERVATION PROGRAM. OTHER LEGISLATIVE ISSUES INCLUDE FEDERAL REHABILITATION TAX CREDITS, TRANSPORTATION POLICY, PERMANENT WITHDRAWAL FROM THE HISTORIC PRESERVATION FUND, NATIONAL PARK POLICY. THE LOBBYING DISCLOSURE ACT OF 1995 EXEMPTS THE COMMUNICATIONS OF STATE GOVERNMENT OFFICIALS AND THEIR ORGANIZATIONS ON OFFICIAL BUSINESS TO CONGRESS AND THE ADMINISTRATION FROM THE DEFINITION OF "LOBBYING".THE NCSHPO STAFF ASSISTS SHPOS IN COMMUNICATING THEIR HISTORIC PRESERVATION ACCOMPLISHMENTS AT THE FEDERAL LEVEL, MONITORS FEDERAL LEGISLATION AND WORKS WITH FEDERAL AGENCIES ON NATIONAL POLICY RELATING TO HISTORIC PRESERVATION.
