THE COUNCIL IS DEVOTED TO PROMOTING, WITHIN THE TERRITORY COVERED BY THE CHARTER GRANTED IT BY THE BOY SCOUT OF AMERICA, INC. IN ACCORDANCE WITH THE BYLAWS, AND RULES AND REGULATIONS OF THE BOY SCOUTS OF AMERICA, THE SCOUTING PROGRAM AND PROMOTING THE ABILITY OF BOYS AND GIRLS AND YOUNG WOMEN AND MEN TO DO THINGS FOR THEMSELVES AND OTHERS, TRAINING THEM IN SCOUTCRAFT, AND TEACHING THEM PATRIOTISM, COURAGE, SELF-RELIANCE, AND KINDERED VIRTUES, USING THE METHODS WHICH ARE NOW IN COMMON USE BY THE BOY SCOUTS OF AMERICA.
