SUCH ASSISTANCE HAS CONSISTED OF PROVIDING ADDITIONAL SHORT-TERM LENDING FOR RESIDENTIAL HOME PURCHASES AND AIDING IN THE BUILDING AND DEVELOPMENT OF SPECULATIVE HOUSING FOR THE PURPOSE OF PROMOTING RURAL ECONOMIC DEVELOPMENT.
