ITS PURPOSE IS TO SUPPORT IMPROVEMENT IN THE QUALITY, CAPACITY, AND LEADERSHIP OF LOCAL PUBLIC HEALTH AGENCIES IN ORDER TO PROVIDE A MORE EFFECTIVE AND EFFICIENT HEALTH INFRASTRUCTURE STATEWIDE.
