PARTNERS IN JUSTICE INTERNATIONAL (PJI) STRENGTHENS JUSTICE PROCESSES FOR VICTIMS AND SURVIVORS OF GRAVE CRIMES SUCH AS CRIMES AGAINST HUMANITY, WAR CRIMES, AND GENOCIDE.

VICTIMS AND SURVIVORS OF GRAVE CRIMES SHOULD HAVE ACCESS TO JUSTICE WHEREVER THEY LIVE. PARTNERS IN JUSTICE INTERNATIONAL (PJI) WORKS TO MAKE THIS VISION A REALITY BY PARTNERING WITH LOCAL JUSTICE ACTORS TO CHALLENGE IMPUNITY FOR ATROCITY CRIMES, ADVANCE JUSTICE FOR VICTIMS WHERE THEY LIVE, AND BUILD RESILIENCE TO SUSTAIN PEACE AND DEMOCRACY LONG TERM. IN 2022, PJI LED 30 ACCOMPANIMENT SESSIONS, INCLUDING TRAINING AND CASE-BASED MENTORING WITH NATIONAL PEERS. THIS WORK INCLUDED DEEP ENGAGEMENTS WITH COLLEAGUES IN 5 SITUATIONS OF MASS ATROCITY WHERE VICTIMS CONTINUE TO AWAIT JUSTICE. IN CONNECTION WITH THIS WORK, PJI ENGAGED IN 11 PUBLIC IMPACT INITIATIVES DESIGNED TO ADVANCE THE RIGHTS OF VICTIMS AND SURVIVORS OF ATROCITY CRIMES IN NATIONAL AND INTERNATIONAL JURISDICTIONS. THE BABY PENDO CASE DEMONSTRATES THE POWER OF PJI'S METHODOLOGY. ON OCTOBER 28, 2022, AFTER NEARLY TWO YEARS OF SUPPORT FROM PJI, THE KENYAN OFFICE OF THE DIRECTOR OF PUBLIC PROSECUTIONS ANNOUNCED CHARGES IN THE MATTER OF SYSTEMATIC POLICE ATTACKS ON CIVILIANS IN KISUMU COUNTY, INCLUDING THE WIDELY DECRIED MURDER OF SAMANTHA PENDO "BABY PENDO". THIS CASE NOT ONLY MARKED THE FIRST CRIMES AGAINST HUMANITY CASE TO BE BROUGHT IN THE KENYAN NATIONAL COURTS, BUT IT ALSO MARKED THE FIRST SUCH CASE ALLEGING POST- ELECTION VIOLENCE UNDER A THEORY OF COMMAND RESPONSIBILITY, A FORM OF RESPONSIBILITY BEING APPLIED IN THIS CASE UNDER THE KENYAN 2008 INTERNATIONAL CRIMES ACT.
