MANPOWER AND FUNDING IS NOT TARGETED TOWARD ANY SPECIFIC DEMOGRAPHIC OR NEED AND INSTEAD RELIES ON THE VIABILITY OF THE RECEIVING CHARITY TO FULFILL THEIR PLEDGED DUTIES.
