TO PROMOTE, ENCOURAGE AND ASSIST ALL LEVELS OF EDUCATION, RESEARCH AND ECONOMIC DEVELOPMENT PRIMARILY WITHIN THE STATE OF MISSISSIPPI INCLUDING PRESCHOOL, ELEMENTARY, AND SECONDARY, ADULT AND HIGHER EDUCATION, ESPECIALLY IN LOCAL COMMUNITIES AND RURAL AREAS OF THE STATE, BY IMPLEMENTING A PUBLIC/PRIVATE PARTNERSHIP TO PROVIDE STATEWIDE ACCESS TO A WIRELESS TELEVISION SYSTEM FOR MISSISSIPPI - INSTRUCTIONAL TELEVISION FIXED SERVICE.
