THE PRIMARY PURPOSE OF CHAD IS TO SUPPLEMENT THE DEVELOPMENT OF QUALITY AFFORDABLE HOUSING FOR THE COLUMBIA HOUSING AUTHORITY OF THE CITY OF COLUMBIA, SC. CHAD IS FREQUENTLY THE INSTRUMENT USED TO CREATE PROGRMAS OUTSIDE OF THE TRADITIONAL DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT.

BAY BERRY MEWS IS SINGLE FAMILY HOUSING DEVELOPMENTS ON THE BUS LINES, CLOSE TO THE INNER CITY USED TO HOUSE LOW TO MODERATE INCOME FAMILIES. THESE UNITS INCREASED THE NUMBER OF AFFORDABLE HOUSING FOR THE LOW TO MODERATE INCOME RESIDENTS OF RICHLAND COUNTY.
