THE TRUST CERTIFICATES ARE GUARANTEED BY THE U.S. SMALL BUSINESS ADMINISTRATION AND ARE SOLD TO INVESTORS THROUGH TWO UNDERWRITERS, WHOSE PERFORMANCE THE LLC AND DCFC OVERSEE. THESE SMALL BUSINESS LOANS PROVIDE FUNDING TO ENABLE THE RECEIVING FIRMS TO EXPAND, TO CREATE NEW JOBS, OR TO MEET ANY OF SEVERAL PUBLIC POLICY OBJECTIVES ESTABLISHED BY CONGRESS.
