THE PURPOSE OF THE KEARNY COUNTY COUNCIL ON AGING SHALL BE TO DETERMINE THE NEEDS OF ALL ELDERLY CITIZENS OF KEARNY COUNTY, KANSAS, AND ASSIST IN THE DEVELOPMENT OF A COMPREHENSIVE PLAN FOR SATISFYING THOSE NEEDS ON A PRIORITY BASIS AND FOR AFFIRMATIVELY CHANGING THOSE CONDITIONS WHICH EITHER DIRECTLY OR INDIRECTLY POSE SIGNIFICANT BARRIERS TO THOSE OLDER PEOPLE WHO DESIRE TO PARTICIPATE IN A FULL AND MEANINGFUL WAY OF COMMUNITY LIFE.
