THE CRISIS COUNSELING PROGRAM FUNDED BY THE WI DEPARTMENT OF HEALTH SERVICES WITH FUNDING FROM FEMA AND SAMHSA FOR AREAS WITH A DECLARED DISTASTER DECLARATION DEPLOYS LOCAL CRISIS COUNSELORS TO HELP RESIDENTS IN DEALING WITH THE DISASTER, HELPING THEM FIND RESOURCES AND TALKING WITH THEM TO ASSIST THEM IN MOVING THROUGH AND BEYOND THE DISASTER PHYSICALLY AND EMOTIONALLY. THE COVID-19 PANDEMIC RECEIVED A DISASTER DECLARATION IN 2020 AND PROJECT RECOVERY WAS ACTIVATED IN SEPTEMBER OF 2020. PROJECT RECOVERY ENDED IN AUGUST OF 2021 AND PROVIDED CRISIS COUNSELING SERVICES TO 9,532 INDIVIDUALS AND GROUP COUNSELING AND PUBLIC EDUCATION TO 10,643 PEOPLE.


TRAINING AND DEVELOPMENT:THESE PROGRAMS ARE DESIGNED TO INCREASE THE CAPACITY OF THE 18 COMMUNITY SERVICE BLOCK GRANT-FUNDED ENTITIES IN WISCONSIN TO PRODUCE AND ACHIEVE INTENDED RESULTS. THE TRAINING PROGRAMS STRENGTHEN THE ORGANIZATIONAL, FINANCIAL, AND PROGRAM CAPACITY OF PARTICIPANTS AND ENHANCES AND SUSTAINS THEIR ABILITY TO PLAN, DELIVER, MANAGE AND EVALUATE PROGRAMS TO PRODUCE INTENDED RESULTS FOR LOW-INCOME PEOPLE IN WISCONSIN. IN 2021, WISCONSIN COMMUNITY ACTION PROGRAM ASSOCIATION, INCORPORATED (WISCAP) ORGANIZED AND ADMINISTERED 1 LARGE CONFERENCE, THE POVERTY MATTERS! CONFERENCE. ATTENDANCE FOR THE 2-DAY VIRTUAL, ON-DEMAND POVERTY MATTERS! WEBINARS INCLUDED OVER 160 REGISTERED PARTICIPANTS, SPEAKERS, SPONSORS AND EXHIBITORS. WISCAP ALSO PLANNED AND ORGANIZED THE WISCAP ANNUAL TRAINING CONFERENCE DONE VIRTUALLY IN MAY FOR STAFF OF OUR 18 MEMBER AGENCIES. THIS ANNUAL CONFERENCE HAD 18 INDIVIDUAL TRAINING SESSIONS WITH 254 PARTICIPANTS. WISCAP ALSO SPONSORS QUARTERLY MEETINGS OF ITS BOARD OF DIRECTORS.


FOOD SECURITY PROGRAMS:PROVIDES LOGISTICAL & DATA SUPPORT TO MEMBER AGENCIES AND THE WI DEPARTMENT OF HEALTH SERVICES (DHS) IN THE OPERATION OF THE EMERGENCY FOOD ASSISTANCE PROGRAM (TEFAP) THAT DISTRIBUTES USDA COMMODITIES TO A NETWORK OF 353 FOOD PANTRIES, MEAL SITES & SHELTERS STATEWIDE LOCATED THROUGHOUT WISCONSIN. IN 2021, THESE PROGRAMS RECEIVED 21.9 MILLION POUNDS OF FOOD VALUED AT APPROXIMATELY $25 MILLION.
