THIS IS ACCOMPLISHED THROUGH THE ESTABLISHMENT AND MAINTENANCE OF HIGH QUALITY AVIATION EPXPERIENCES WHICH WILL MEET THE NEEDS OF YOUTH, WOUNDED WARRIORS, AND THEIR FAMILIES WHO ARE AT-RISK, DISADVANTAGED OR WITH OTHER SPECIAL NEEDS.
