THE INDIVIUALS ARE CHOSEN FROM A WAITING LIST AND THEN MUST MEET ELIGIBILITY REQUIREMENTS. THE REQUIREMENTS ARE SET TO ENSURE THAT ONLY THOSE WHO MEET INCOME LIMITS BE PROVIDED SAFE AND CLEAN APARTMENTS.
