THE PURPOSE OF THE FUND IS TO SUBSIDIZE THE AMOUNT A CONTRIBUTING EMPLOYER PAYS FOR FRINGE BENEFITS IN ORDER TO AID COMPETITIVENESS IN OBTAINING CONTRACTS WHICH OTHERWISE MAY BE LOST TO NON-UNION CONTRACTORS. TO ACCOMPLISH THIS PURPOSE, THE FUND DISTRIBUTES BENEFIT GRANTS TO THE PENSION, HEALTH AND WELFARE, ANNUITY, APPRENTICESHIP TRAINING FUNDS, INDUSTRY ADVANCEMENT FUNDS AND LABOR MANAGEMENT FUNDS ON BEHALF OF EMPLOYERS WHO EMPLOY OR DESIRE TO EMPLOY MEMBERS OF THE INTERNATIONAL UNION OF PAINTERS AND ALLIED TRADES DISTRICT COUNCIL 21.
