TO FACILITATE A BROAD BASED RESPONSE TO THE HIV/AIDS EPIDEMIC AND OTHER HEALTH AND SOCIAL SERVICES BY DOING PROGRAM DEVELOPMENT MANAGEMENT AND SERVING AS AN INTERMEDIARY BETWEEN FUNDING SOURCES AND SERVICE PROVIDERS.THE 340B DRUG DISCOUNT PROGRAM ALLOWS THE CONSORTIUM TO PURCHASE CERTAIN MEDICATIONS AT A DISCOUNTED RATE FOR SALES TO ELIGIBLE INDIVIDUALS.THE STATE OF PENNSYLVANIA'S VICTIM COMPENSATION ASSISTANCE PROGRAM ENABLES THE CONSORTIUM TO PROVIDE MENTAL HEALTH SERVICES TO VICTIMS OF CRIMES COMMITTED IN PENNSYLVANIA.
