THE HOUSING LEADERSHIP COUNCIL OF PALM BEACH COUNTY'S PRIMARY GOAL (SEE CONTINUATION ON SCHEDULE O) IS TO INCREASE THE AVAILABILITY OF HOUSING OPTIONS THROUGHOUT PALM BEACH COUNTY FOR WORKERS AT ALL INCOME LEVELS. OUR VISION IS HOUSING FOR ALL OF PALM BEACH COUNTY'S RESIDENTS THAT IS EQUITABLE, FINANCIALLY FEASIBLE, AND SUSTAINABLE.

REDUCING REGULATORY BARRIERS AND CREATING INCENTIVES - WE REVIEW ALL REGULATIONS THAT EFFECT THE COST OF HOUSING AND TRY TO REDUCE, WAIVE OR ELIMINATE FEES AND PROCESSES THAT MAKE IT DIFFICULT TO BUILD HOUSING UNITS THAT ARE AFFORDABLE TO OUR RESIDENTS. WE ALSO ENCOURAGE INCENTIVES THAT WILL ENCOURAGE MARKET RATE BUILDERS TO INCLUDE MORE AFFORDABLE UNITS.


EDUCATION OUTREACH AND REFERRAL - A LARGE PART OF OUR EFFORTS INVOLVE INFORMING HOUSING STAKEHOLDERS ABOUT OPPORTUNITIES AND CONNECTING THEM TO THE MOST APPROPRIATE RESOURCES. WE HAVE SEEN A HUGE INCREASE IN REQUESTS SINCE APRIL 2020 DUE TO THE PANDEMIC. WE WERE RECEIVING AN AVERAGE OF 400 REQUESTS PER MONTH FOR ASSISTANCE WITH HOUSING COSTS DUE TO PANDEMIC RELATED INCOME LOSS.


DEVELOPING HOMEBUYER/RENTAL OPPORTUNITIES - OUR GOAL IS TO INCREASE THE NUMBER OF UNITS THAT ARE AFFORDABLE TO MODERATE, LOW AND VERY LOW INCOME INDIVIDUALS AND FAMILIES. WE DO THIS BY ADDING FRONT-END SUBSIDY TO ASSIST HOUSING DEVELOPMENT EFFORTS BY INCREASING PRODUCTION AND BACK-END SUBSIDY TO MAKE UNITS MORE AFFORDABLE TO BUYERS AND RENTERS.


CAPACITY BUILDING AND COLLABORATIVE EFFORTS - WE WORK WITH ALL HOUSING STAKEHOLDERS TO INCREASE CAPACITY SO THEY ARE ABLE TO TAKE ADVANTAGE OF PRIVATE, LOCAL, STATE AND FEDERAL FUNDING OPPORTUNITIES. WE ALSO COORDINATE EFFORTS AND CREATE PARTNERSHIPS IN ORDER TO TAKE ADVANTAGE OF ECONOMIES OF SCALE AS WELL AS AVOIDING DUPLICATION OF SERVICES.
