THE ORGANIZATION CAN PLAN, FINANCE, CONSTRUCT, ACQUIRE, LEASE, SELL AND CONVEY REAL ESTATE AND IMPROVEMENTS, FURNISHINGS, EQUIPMENT AND OTHER PERSONAL PROPERTY. THE CITY CAN BORROW, LEND, ADMINISTER, AND SOLICIT FUNDS THROUGH GRANTS, LOANS, NOTES AND SECURITY INSTRUMENTS.
