PICTONA OPERATES THE FACILITY ON BEHALF OF THE CITY OF HOLLY HILL AND ANY NET INCOME ABOVE A REASONABLE RESERVE TO MAINTAIN THE OPERATIONS OF THE ENTITY WILL BE GIVEN TO THE CITY.
