CSIRO ESSENTIALLY OPERATES ONE PROGRAM SERVICE, RESEARCH AND DEVELOPMENT SERVICES TO ACHIEVE ITS PRIMARY FUNCTIONS. SEE SCHEDULE O.CSIRO IS AN INDEPENDENT AUSTRALIAN GOVERNMENT RESEARCH AGENCY, CONSTITUTED AND OPERATING UNDER THE PROVISIONS OF THE SCIENCE AND INDUSTRY RESEARCH ACT (I.E.
