DRUG USE IS LIFE ABUSE (DUILA) - PROJECT: NO GANGS, DUILA WAS ESTABLISHED DURING 1988 AS A SUPPORT GROUP OF THE COUNCIL TO ASSIST THE SHERIFF'S DEPARTMENT IN ITS EDUCATION AND AWARENESS EFFORTS ON DRUG ABUSE. DUILA IS NOT A SEPARATE LEGAL ENTITY; HOWEVER, IT OPERATES UNDER ITS OWN SET OF BYLAWS, WITH ITS OWN ORGANIZATIONAL STRUCTURE AND GOVERNING BODY. IN APRIL 1994, PROJECT: NO GANGS MERGED WITH DUILA TO FORM DRUG USE IS LIFE ABUSE- PROJECT: NO GANGS. THE TWO PROGRAMS OPERATE UNDER THE SAME BYLAWS AND ARE GOVERNED BY THE SAME BOARD OF DIRECTORS. PROJECT: NO GANGS WAS CREATED IN 1991 BY THE ORANGE COUNTY CHIEFS- AND SHERIFF'S ASSOCIATION TO ADDRESS PREVENTION, EDUCATION, AND AWARENESS TO REDUCE GANG VIOLENCE IN ORANGE COUNTY.
