STRENGTHENS THE OPERATIONAL EFFICIENCY AND MARKETPLACE COMPETITIVENESS BY PROVIDING TRAINING, TECHNICAL ASSISTANCE AND EDUCATIONAL PROGRAMS FOR COMMUNITY CLINICS AND HEALTH CENTERS AND THEIR STAFFS.
