THE PROGRAM COORDINATES WITH LOCAL HIV PREVENTION OUTREACH TO AVOID DUPLICATION OF EFFORTS; IT TARGETS DISPROPORTIONATE HIV INFECTION RISK POPULATIONS; IT IS CONDUCTED AT TIMES AND PLACES WHERE THERE IS A HIGH PROBABILITY THAT HIV-INFECTED INDIVIDUALS CAN BE REACHED; AND IT IS DESIGNED WITH QUANTIFIED REPORTING WHICH ACCOUMMIDATES LOCAL EFFECTIVENESS EVALUATION.
