TO PROMOTE SAFETY AND SECURITY THROUGH EDUCATION, TRAINING, AND INFORMATION-SHARING THAT WILL BENEFIT ALL GROUPS OF PEOPLE (ESPECIALLY WOMEN AND CHILDREN) AND ENTITIES WHO ARE AFFECTED BY ASIAN TRANSNATIONAL THREATS.
