THE FOUNDATION IS A CALIFORNIA NON-PROFIT PUBLIC BENEFIT CORPORATION FORMED TO OPERATE AS A SUPPORTING ORGANIZATION TO VICTOR TREATMENT CENTERS, INC. ("VTC") AND VICTOR COMMUNITY SUPPORT SERVICES ("VCSS"). ITS PURPOSE IS TO PROVIDE FINANCIAL SUPPORT TO VTC AND VCSS IN THE ADVANCEMENT OF THEIR CHARITABLE MISSIONS.

VCSS PROVIDES SERVICES ON BEHALF OF TEHAMA COUNTY TO TRANSITIONAL AGE YOUTH AT THE RED BLUFF SITE.EDUCATIONAL GRANTS WERE PROVIDED TO FORMER CLIENTS OF VTC AND VCSS TO SUPPORT THEIR ENROLLMENT IN HIGHER EDUCATION PROGRAMS.
