DEVELOPMENT AND IMPLEMENTATION INVOLVES:COLLABORATING WITH STAKEHOLDERS TO SELECT THAT YEAR'S CHALLENGE AND CREATE OBJECTIVE, NON-DISCRIMINATORY CRITERIA BY WHICH SUBMISSIONS WILL BE EVALUATED; VETTING SUBMISSIONS; AND PROVIDING IN-KIND AND FINANCIAL SUPPORT TO CHALLENGE FINALISTS AND WINNERS.
