THEY CONTRIBUTE TO THE COMMON GOOD AND GENERAL WELFARE OF COASTAL ZONE PROPERTIES BY ENSURING THE ESSENTIAL AND FUNDAMENTAL PROTECTIONS AFFORDED TO PROPERTY OWNERS' RIGHTS ARE MAINTAINED AND PROTECTED ALONG THE CALIFORNIA COAST LINE.
