UTAHNS FOR A RESPONSIVE GOVERNMENT, DBA BETTER BOUNDARIES MISSION IS TO CREATE AN INDEPENDENT REDISTRICTING PROCESS THAT UTILIZES VOTER-CENTRIC STANDARDS. WE USE EDUCATION, ADVOCACY, POLICY, AND THE JUSTICE SYSTEM TO REACH OUR GOAL OF FAIR, POLITICALLY NEUTRAL MAPS FOR ALL. UTAH'S 2021 DECENNIAL REDISTRICTING PROCESS SAW RECORD PARTICIPATION AND ENGAGEMENT AMONG UTAHNS. THE FIRST EVER STATEWIDE INDEPENDENT COMMISSION CREATED POLITICALLY NEUTRAL MAPS THAT KEPT CITIES, COUNTIES, AND COMMUNITIES TOGETHER WHENEVER POSSIBLE. THEIR PROCESS WAS FULLY TRANSPARENT AND TOOK THE INPUT FROM UTAHNS FROM ACROSS THE STATE. UNFORTUNATELY, THE UTAH STATE LEGISLATURE ADOPTED HIGHLY PARTISAN GERRYMANDERED MAPS THAT SLICE AND DICE COMMUNITIES. BETTER BOUNDARIES REMAINS COMMITTED TO OUR MISSION AND WE ARE FINANCIALLY SUPPORTING THE LAWSUIT WHILE CONTINUING TO EDUCATE AND ENGAGE UTAHNS.

UTANS FOR RESPONSIVE GOVERNMENT (DBA BETTER BOUNDARIES) WAS FORMED TO SPONSOR A REDISTRICTING REFORM BALLOT INITIATIVE, THE UTAH INDEPENDENT REDISTRICTING COMMISSION AND STANDARDS ACT (PROPOSITION 4), WHICH WAS ENACTED BY UTAH VOTER IN THE 2018 GENERAL ELECTION. THE ACT MODIFIES UTAH'S REDISTRICTING SYSTEM BY ESTABLISHING AN INDEPENDENT REDISTRICTING COMMISSION AND PRESCRIBING REDISTRICTING STANDARDS AS WELL AS TRANSPARENCY AND ACCOUNTABILITY REQUIREMENTS. THIS IMPROVED REDISTRICTING SYSTEM WOULD HAVE PROHIBITED THE COMMISSION FROM ENGAGING IN UNDUE PARTISAN AND INCUMBENT GERRYMANDERING, MADE THE REDISTRICTING PROCESS MORE TRANSPARENT, INCREASED VOTER PARTICIPATION, AND MADE UTAH'S ELECTED OFFICIALS MORE RESPONSIVE AND ACCOUNTABLE TO THE PEOPLE WHO ELECT THEM. HOWEVER, IN 2020, THE LEGISLATURE REPEALED PROPOSITION 4 AND INSTEAD PASSED A WEAKER, NON-BINDING INDEPENDENT COMMISSION AND STANDARDS.DURING THE 2021 DICENNIAL REDISTRICTING PROCESS, BETTER BOUNDARIES PROVIDED VOTER EDUCATION AND ADVOCACY STATEWIDE. DESPITE THE REFORMS, THE MAPS ENACTED BY THE UTAH LEGISLATURE ARE EXTREMELY PARTISAN & GERRYMANDERED. IN LATE 2021, BETTER BOUNDARIES COMMISSIONED LEGAL RESEARCH TO ASSESS THE VIABILITY OF A STATE LAWSUIT. IN 2022,THE ORGANIZATION COMMITTED TO SUPPORTING A LAWSUIT BROUGHT BY PLANTIFFS, LEAGUE OF WOMEN VOTERS UTAH AND MORMON WOMEN FOR ETHICAL GOVERNMENT.
