EDUCATING THE PUBLIC AND MANY KEY CONSTITUENCIES ON POLICIES AND APPROACHES TO ACHIEVE FULLER EMPLOYMENT AND INCREASE LABOR FORCE PARTICIPATION. GAW'S KEY POLICY RECOMMENDATION IS TO USE MARKET SIGNALS TO SHIFT THE TAX BURDEN IN A REVENUE-NEUTRAL WAY, WITHOUT RAISING NET TAXES OR DEFICITS, REDUCING TAXES ON THINGS THAT ARE GOOD FOR THE ECONOMY AND SOCIETY (SUCH AS WORKING AND EMPLOYING PEOPLE) TO THINGS THAT ARE BAD FOR THEM (SUCH AS UNEMPLOYMENT AND UNDEREMPLOYMENT, RESOURCE WASTE, POLLUTION, AND ENERGY INEFFICIENCY). GAW'S KEY CONSTITUENCIES INCLUDE SENIORS, PEOPLE WITH DISABILITIES, WOMEN, PEOPLE OF COLOR, IMMIGRANTS AND OTHER GROUPS DISPROPORTIONATELY AFFECTED BY UNEMPLOYMENT.
