LEGAL SERVICES & ADVOCACY FOR PEOPLE STRUGGLING W/HOMELESSNESS & POVERTY IN WASHINGTON, DC.

LEGAL ASSISTANCE - THE LEGAL CLINIC THROUGH STAFF ATTORNEYS AS WELL AS VOLUNTEER LAWYERS AND PARALEGALS PROVIDED LOW-BARRIER, HIGH QUALITY, PRO BONO LEGAL HELP FOR PEOPLE EXPERIENCING HOMELESSNESS AND HOUSING INSECURITY. BECAUSE OF THE CONTINUING COVID-19 PUBLIC HEALTH EMERGENCY, THE LEGAL CLINIC CONTINUED ITS SUSPENSION OF IN-PERSON INTAKE SESSIONS. INSTEAD, INTAKE IS CONDUCTED VIA PHONE. THROUGHOUT 2021, WE CONDUCTED 178 INTAKE SESSIONS WHERE OUR VOLUNTEER ATTORNEYS OPENED 179 CASES. OUR STAFF ATTORNEYS ASSISTED AN ADDITIONAL 81 MATTERS. OVERALL, 83 CASES WERE RELATED TO SHELTER ISSUES (A NUMBER OF WHICH FOCUSED ON SECURING ACCESS TO SHELTER FOR FAMILIES WHO HAD BEEN UNLAWFULLY DENIED ADMISSION TO THIS LIFE-SAVING RESOURCE) AND 113 CASES INVOLVED HOUSING ISSUES (OFTEN RELATED TO SHORT- AND LONG-TERM HOUSING SUBSIDIES). THE REMAINDER WAS A MIX OF ISSUES CONCERNING CASH BENEFITS AND CIVIL ISSUES THAT INCLUDED CONSUMER MATTERS, DISCRIMINATION, DISABILITY RIGHTS, POLICE CONDUCT, IDENTIFICATION AND MORE.IN ADDITION, THE LEGAL CLINIC LEVERAGED $1.7 MILLION IN PRO-BONO LEGAL SERVICES FROM DC LAW FIRMS AND LAWYERS TO PROVIDE SERVICES TO CLIENTS THOUGH OUR LEGAL ASSISTANCE PROJECT.


HOMELESS SERVICES ADVOCACY - THE LEGAL CLINIC WORKED TO IMPROVE ACCESS TO SHELTER FOR FAMILIES AND TO ENSURE THE SAFETY AND QUALITY OF THE HOMELESS SERVICES SYSTEM, ESPECIALLY RELATED TO THE PANDEMIC. STRATEGIES INCLUDED: BUDGET AND POLICY ADVOCACY; CLIENT TRAINING, EDUCATION AND SUPPORT; AND ADMINISTRATIVE/AGENCY ADVOCACY. IN ADDITION, THE LEGAL CLINIC LEVERAGED OVER $43,000 IN PRO-BONO LEGAL SERVICES TO ASSIST FAMILIES WHO WERE WRONGLY DENIED ACCESS TO SHELTER AND TO SUPPORT OTHER EFFORTS TO IMPROVE THE SHELTER SYSTEM.


SYSTEMIC ADVOCACY -THROUGH LITIGATION; POLICY, BUDGET AND ADMINISTRATIVE ADVOCACY; AGENCY REFORM AND COMMUNITY EDUCATION, THE LEGAL CLINIC ATTEMPTS TO IMPROVE PROGRAMS AND EXPAND OPPORTUNITIES FOR OUR CLIENTS AND OTHER LOW-INCOME COMMUNITY MEMBERS ON ISSUES SUCH AS SUBSIDIZED AND AFFORDABLE HOUSING, LAND USE, AND THE INVESTMENT IN PUBLIC PROGRAMS. IN 2021, MUCH OF THE LEGAL CLINIC'S SYSTEMIC WORK FOCUSED ON MINIMIZING THE HARM OF THE CORONAVIRUS PANDEMIC ON OUR CLIENT COMMUNITY, MANY MEMBERS OF WHICH ARE PARTICULARLY VULNERABLE TO THE VIRUS. TOWARDS THAT END, THE LEGAL CLINIC LEVERAGED OVER $513,000 IN DONATED LEGAL SERVICES WHICH HELPED THE ORGANIZATION TO ENGAGE MORE FULLY AND EFFECTIVELY IN ADVOCACY WITH GOVERNMENT AGENCIES AND THE INTERAGENCY COUNCIL ON HOMELESSNESS.
