LEGAL ASSISTANCE AND EDUCATIONCARLA PROVIDES EDUCATION AND ASSISTANCE TO THOSE UNFAMILIAR WITH THE INTRICACIES OF STATE HOUSING LAW, INCLUDING EXISTING, NEW, AND UPDATED LEGISLATION. WE PROVIDE ASSISTANCE AND EDUCATION TO HOMEOWNERS, SMALL NON- AND FOR-PROFIT DEVELOPERS, AS WELL AS TO CITY PLANNING COMMISSIONS AND CITY COUNCILS NOTIFYING THEM OF RELEVANT STATUTES IN THEIR DELIBERATIONS OVER SPECIFIC HOUSING PROJECTS. IN FY 21-22, CARLA WAS IN COMMUNICATIONS WITH MULTIPLE HOMEOWNERS AND SMALL DEVELOPERS AS WELL AS CITY COUNCILS AND PLANNING COMMISSIONS AND MONITORED THE ENTITLEMENT PROCESS FOR 132 SEPARATE PROJECTS, TOTALING 8,739 UNITS WITH AN ADDITIONAL 1,217 BELOW-MARKET-RATE UNITS.HOUSING IMPACT LITIGATIONCARLA ACCOMPLISHES ITS MISSION OF MAKING LASTING IMPACTS TO IMPROVE THE AFFORDABILITY AND ACCESSIBILITY OF HOUSING TO CALIFORNIANS BY BRINGING LITIGATION IN THE PUBLIC INTEREST IN THE DEFENSE OF STATE HOUSING LAW. IN FY 21-22, CARLA WAS IN VARIOUS STAGES OF OR IN PREPARATION FOR LITIGATION WITH MULTIPLE CALIFORNIA JURISDICTIONS. CARLA STARTED FY 21-22 IN THE APPELLATE COURT WITH THE CITY OF SAN MATEO AND WAS PREPARING AN APPEAL TO A DECISION IN A CASE AGAINST HUNTINGTON BEACH. CARLAS APPEAL OF THE SAN MATEO DECISION HAD FAR REACHING IMPLICATIONS IN A DECISION PUBLISHED BY THE APPELLATE COURT REAFFIRMING THE CONSTITUTIONALITY OF THE HOUSING ACCOUNTABILITY ACT, DEFINING OBJECTIVE STANDARDS IN A WAY THAT HAS BEEN CITED IN MANY COURT OPINIONS SINCE, AND RESULTING IN THE TRIAL COURT IN THE HUNTINGTON BEACH CASE TO REVERSE ITS DECISION AND ULTIMATELY RULE IN FAVOR OF CARLA IN REGARDS TO HEALTH AND SAFETY FINDINGS RELATED TO U-TURNS. CARLA ALSO PREPARED OTHER LAWSUITS, ONE OF WHICH WAS FILED LATER IN THE YEAR AGAINST RANCHO PALOS VERDES.
