HOUSING ASSOCIATES, INC. (PROJECT) IS A NONPROFIT SOCIAL SERVICE AGENCY WHICH PROVIDES HOUSING FACILITIES AND SERVICES SPECIALLY DESIGNED TO MEET THE PHYSICAL, SOCIAL AND PSYCHOLOGICAL NEEDS OF INDIVIDUALS FACING THE CHALLENGE OF RECOVERY FROM SEVERE AND PERSISTENT MENTAL ILLNESS. THE PROJECT OWNS AND OPERATES A 16-UNIT APARTMENT BUILDING IN CHICAGO, ILLINOIS, KNOWN AS DORCHESTER APARTMENTS, WHICH IS SUBJECT TO A FEDERALLY INSURED FIRST MORTGAGE LOAN OBTAINED UNDER THE PROVISIONS OF SECTION 202 OF THE NATIONAL HOUSING ACT (FHA PROJECT NO. 071-EH382). THE APARTMENTS ARE GENERALLY LEASED FOR ONE-YEAR TERMS AND ARE REGULATED BY THE U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT (HUD) AS TO RENTS AND OPERATING METHODS. THE PROJECT'S ACTIVITIES ARE CONTROLLED BY THE BOARD OF DIRECTORS OF THE THRESHOLDS, A RELATED NONPROFIT SOCIAL SERVICE AGENCY WHICH PROVIDES REHABILITATIVE SERVICES TO FORMER MENTAL PATIENTS AND ALSO PROVIDES CERTAIN MANAGEMENT, ACCOUNTING, ADMINISTRATIVE SERVICES AND OFFICE FACILITIES TO THE PROJECT FOR WHICH A MANAGEMENT FEE IS CHARGED. THE THRESHOLDS PROVIDES OPERATING ADVANCES TO THE PROJECT.
