ECONOMIC ENHANCEMENT FOR SANTA ANA DOWNTOWN'S ENTERPRISES BY HELPING EXISTING BUSINESSES EXPAND AND SHARPEN THEIR COMPETITIVENESS AND ATTRACT NEW BUSINESSES TO DOWNTOWN THROUGH CREATING A SAFE BUSINESS ENVIRONMENT BY PROVIDING SECURITY GUARDS WITHIN THE DOWNTOWN AREA.
