TO PROVIDE CHARITABLE ASSISTANCE TO MEMBERS OF THE INTERNATIONAL UNION OF OPERATING ENGINEERS AND THEIR FAMILIES WHO SUFFER PROPERTY DAMAGE OR DEATH IN TIMES OF NATIONAL OR LOCAL DISASTER.
