TO FURNISH ASSISTANCE AND COOPERATION TO LOCAL GOVERNMENTAL AUTHORITIES IN PROJECTS AND UNDERTAKINGS FOR THE ELIMINATION AND PREVENTION OF URBAN AND NEIGHBORHOOD BLIGHT AND DETERIORATION, THUS LESSENING THE BURDENS OF GOVERNMENT. TO PROMOTE AND ENCOURAGE PARTICIPATION IN COMMUNITY DEVELOPMENT AND BEAUTIFICATION. THE PROMOTION AND DEVELOPMENT OF THE ARTS. THE REPAIR, BEAUTIFICATION, MAINTENANCE AND IMPROVEMENT OF PUBLIC LANDS, MONUMENTS OR WORKS AND TO GENERALLY ENHANCE THE QUALITY OF SOCIAL AND CULTURAL LIFE OF THE COMMUNITY.
