TO SOLICIT, RECEIVE, MAINTAIN AND ADMINISTER A FUND FOR THE BENEFIT OF THE PROVINCE.2. TO AID IN THE EDUCATION OF PERSONS COMMITTED TO THE PROVINCE.3.
