TO PROVIDE HOUSING AND RELATED FACILITIES AND SERVICES FOR LOW-INCOME, SENIOR, AND HOMELESS INDIVIDUALS AND HOUSEHOLDS BY MAKING GRANTS OR LOANS TO CHARITABLE TAX EXEMPT NONPROFIT ORGANIZATIONS THAT WILL UTILIZE THE FUNDS FOR THE PRECEDING STATED PURPOSES.
