EPA 319 PROGRAM. COMPOST, POLYMER, PUMPOUT EROSION CONTROL TO DEMONSTRATE METHODS FOR COMPOSTING LITTER AND EROSION CONTROL FOR FARMERS. EDUCATION TO PRESERVE WATER QUALITY, POLLUTION ABATEMENT THROUGH BEST MANAGEMENT PRACTICES (BMP). ASSIST IN RURAL ROAD SERVICE DEVELOPMENT, MAINTENANCE AND EROSION CONTROL.
