THE TRUST IS A JOINT EFFORT BETWEEN THE INTERNATIONAL UNION OF OPERATING ENGINEERS LOCAL #132 AND THE CONTRACTORS/EMPLOYERS OF THE WEST VIRGINIA HEAVY/HIGHWAY CONSTRUCTION INDUSTRY. THE PURPOSE OF THE TRUST IS TO IMPROVE ECONOMIC COMPETIVENESS AND MANAGEMENT-LABOR RELATIONS.

THE TRUST ACCOMPLISHES IT'S MISSION IN A VARIETY OF WAYS; PROVIDES SUBSIDIES TO PARTICIPATING CONTRACTORS ON IDENTIFIED PROJECTS; ENHANCES COMMUNICATION AMONG THE PARTIES REPRESENTING BOTH CONTRACTORS AND EMPLOYEES THROUGH MEETING AND CONFERENCES; AND PROVIDES INFORMATION ON SAFETY, TRAINING, AND COMPLIANCE WITH CURRENT REGULATIONS.
