SOUTHEAST RURAL COMMUNITY ASSISTANCE PROJECT, INC. WAS ORGANIZED FOR THE PURPOSE OF PROMOTING AND ASSISTING THE DEVELOPMENT OF WATER AND WASTEWATER FACILITIES IN MARYLAND, DELAWARE, VIRGINIA, NORTH CAROLINA, SOUTH CAROLINA, GEORGIA, AND FLORIDA. THE PRIMARY CONCERN IS FOR LOW-INCOME PERSONS WHO LACK THE RESOURCES, BOTH FINANCIALLY AND POLITICALLY, TO OBTAIN ADEQUATE WATER AND WASTEWATER FACILITIES. SINCE 1969, SOUTHEAST RURAL COMMUNITY ASSISTANCE PROJECT, INC. HAS ALSO ASSISTED IN THE DEVELOPMENT OF OTHER NEEDED RURAL SERVICES. SOUTHEAST RURAL COMMUNITY ASSISTANCE PROJECT, INC. ASSISTS IN THE DEVELOPMENT OF FACILITIES IN LOW-INCOME RURAL AREAS BY: ORGANIZING PEOPLE, HELPING APPLY FOR FINANCING, COORDINATING SYSTEM DESIGN OF INDIVIDUAL WELL SITES, AND PROVIDING INFORMATION RELATED TO THE CONSTRUCTION, OPERATIONS, AND MAINTENANCE OF WATER AND WASTEWATER FACILITIES.

TECHNICAL ASSISTANCE AND TRAINING GRANT PROGRAM (TECHNITRAIN)PROGRAM PROVIDES COMMUNITY-SPECIFIC TRAINING AND TECHNICAL ASSISTANCE TO SMALL, LOW-INCOME COMMUNITIES AND NON-PROFIT AGENCIES SERVING A POPULATION OF LESS THAN 10,000 TO MEET THEIR WATER AND WASTEWATER NEEDS. THE RANGE OF TRAINING AND TECHNICAL ASSISTANCE IS BROAD AND INCLUDES ACTIVITIES RELATING TO FINANCING SUCH AS APPLYING FOR LOANS AND GRANTS.


COMMUNITY SERVICES BLOCK GRANT DISCRETIONARY AWARDWITH THIS FUNDING, WE ARE ABLE TO IMPACT FOUR KEY ISSUES FACING LOW-INCOME RURAL AREAS IN THE STATE: WATER AND WASTEWATER NEEDS, HOUSING, COMMUNITY ORGANIZATION, AND COMMUNITY ECONOMIC DEVELOPMENT. SERCAP ALSO PROVIDES TRAINING AND TECHNICAL ASSISTANCE TO LOCALITIES AND AGENCIES ON COMMUNITY ORGANIZATION, NEEDS ASSESSMENTS, AND PLANNING WITH REGARD TO WATER AND WASTEWATER PROBLEMS AND ECONOMIC DEVELOPMENT.
