TO PROMOTE THE LEGAL RIGHTS AND INTERESTS OF POOR CHILDREN WHO ARE DEPENDENT FOR THEIR CARE UPON CONNECTICUTS JUDICIAL, CHILD WELFARE, HEALTH, MENTAL HEALTH, EDUCATION AND JUVENILE SYSTEMS.

THE MEDICAL LEGAL PARTNERSHIP PROJECT PROVIDED LEGAL SERVICES TO 436 LOW-INCOME CHILDREN ACROSS CT ADDRESSING SOCIAL AND ENVIRONMENTAL CONDITIONS SUCH AS SUBSTANDARD HOUSING AND INAPPROPRIATE SERVICES IN SCHOOL SETTINGS. THE PROJECT ALSO PROVIDED 141 LEGAL CONSULTATIONS TO PEDIATRIC PROVIDERS IMPACTING SPECIFIC INDIVIDUAL CHILDREN. THE PROJECT FILED A COMPLAINT WITH THE U.S. DOJ ON BEHALF OF A CHILD WITH AUTISM SPECTRUM DISORDER WHO HAD BEEN DENIED ACCESS BY A CT CHILD CARE PROGRAM. IN AN AGREEMENT WITH THE DOJ, THE PROGRAM AGREED TO ENSURE ITS SERVICES FOR CHILDREN WITH AUTISM COMPLY WITH THE AMERICANS WITH DISABILITY ACT. THE PROJECT ASLO PROTECTED LOW-INCOME FAMILIES ACROSS CT FROM LOSING UTILITY SERVICES BECAUSE THEY COULD NOT AFFORD TO PAY THEIR BILLS.


THE CHILD ABUSE PROJECT PROVIDED LEGAL SERVICES TO 65 ABUSED OR NEGLECTED CHILDREN WHO WERE INVOLVED WITH THE STATE DEPARTMENT OF CHILDREN AND FAMILIES, ENSURING THEY WERE PLACED IN SAFE, SUPPORTIVE HOMES AND DID NOT LANGUISH IN FOSTER CARE WITHOUT A PLAN FOR PERMANENCY, AND HELPING THEM ACCESS APPROPRIATE MENTAL HEALTH, PHYSICAL HEALTH AND EDUCATIONAL SERVICES. THE PROJECT ALSO PROVIDED TRAINING AND TECHNICAL ASSISTANCE AND MAINTAINED AN ONLINE LIBRARY OF PLEADINGS TO HELP INCREASE THE KNOWLEDGE AND IMPROVE THE SKILLS OF PRIVATE ATTORNEYS, PRIMARILY SOLO PRACTITIONERS, WHO ARE APPOINTED BY THE COURT TO REPRESENT LOW-INCOME CHILDREN AND PARENTS IN CHILD PROTECTION MATTERS.


THE EDUCATION AND JUVENILE JUSTICE EQUITY PROJECT PROVIDED LEGAL SERVICES TO 154 LOW-INCOME CHILDREN AND YOUTH, HELPING THEM RECEIVE THE SCHOOL SERVICES THEY NEEDED TO PREVENT INVOLVEMENT IN THE JUVENILE JUSTICE SYSTEM. CCA CONTINUED ITS COLLABORATION WITH STATE AGENCIES AND COMMUNITY PROVIDERS TO IMPLEMENT RESTORATIVE JUSTICE PROGRAMS INSIDE 17 YOUTH FACILITIES. CCA REPRESENTED PLAINTIFFS IN SHEFF V. ONEILL AND THE STATE OF CT AGREDD TO GUARANTEE THAT ALL BLACK AND LATINO STUDENTS FROM HARTFORD CAN ATTEND A HIGH QUALITY INTEGRATED SCHOOL.
