COMING CLEANS MISSION IS TO MEANINGFULLY CONTRIBUTE TO ENVIRONMENTAL HEALTH AND JUSTICE BY RADICALLY REDUCING SOURCES OF CHEMICAL EXPOSURE IN PEOPLES LIVES, ESPECIALLY DISPROPORTIONATELY IMPACTED POPULATIONS; TO AGGRESSIVELY ADVOCATE FOR CORPORATE AND MARKETPLACE CHANGES AS A DRIVER FOR POLICY SOLUTIONS THAT ADDRESS TOXIC CHEMICALS AS A PUBLIC HEALTH THREAT; AND TO POSITION ENVIRONMENTAL HEALTH AND JUSTICE GROUPS AS LEADERS IN BUILDING HEALTHY AND RESILIENT COMMUNITIES LOCALLY AND ACROSS THE COUNTRY.

ACCOMPLISHMENTS:1. LOUISVILLE CHARTER FOR SAFER CHEMICALS -- COMING CLEAN, IN STRATEGIC PARTNERSHIP WITH EJHA, EXPANDED AND RELAUNCHED THE LOUISVILLE CHARTER FOR SAFER CHEMICALS, A ROADMAP FOR FUNDAMENTAL CHEMICAL POLICY REFORM THAT SERVES AS A SHARED VISION FOR THE ENVIRONMENTAL HEALTH AND JUSTICE MOVEMENT. IN ITS NEW ITERATION, THE LOUISVILLE CHARTER CENTERS THE PETROCHEMICAL INDUSTRY IN A HOLISTIC PLAN TO ADDRESS CLIMATE CHANGE, DIGGING DOWN TO THE SYSTEMIC ROOTS OF THE PROBLEM. THE 10-PLANK POLICY REFORM PLATFORM HAS BEEN UPDATED TO REFLECT THE NEEDS OF ENVIRONMENTAL JUSTICE COMMUNITIES, THE CHEMICAL INDUSTRYS MASSIVE CONTRIBUTION TO CLIMATE CHANGE, AND THE IMPROVEMENTS IN SCIENCE AND UNDERSTANDING OF ENVIRONMENTAL BURDEN MORE EXPLICITLY. THE LOUISVILLE CHARTER IS BEING APPLIED TO COMPANION EFFORTS THAT SEEK COMPLEMENTARY SOLUTIONS, SUCH AS THE EQUITABLE AND JUST NATIONAL CLIMATE PLATFORM, THE EJ FOR ALL ACT, AND THE JUSTICE40 INITIATIVE. COMING CLEAN AND EJHA PROVIDE THE TOXICS/CHEMICALS MANAGEMENT SYSTEM ANALYSIS AND ORGANIZING THAT IS NEEDED IN THESE BROADER EFFORTS. 2. ENVIRONMENTAL JUSTICE HEALTH ALLIANCE -- IN JANUARY 2021, PRESIDENT BIDEN SIGNED THE CLIMATE JUSTICE EXECUTIVE ORDER, ELEVATING ENVIRONMENTAL JUSTICE THROUGHOUT ALL FEDERAL AGENCIES AND SENDING A STRONG SIGNAL THAT THE FEDERAL GOVERNMENT CAN AND MUST ADDRESS LONGSTANDING DISPROPORTIONATE HEALTH AND ENVIRONMENTAL OUTCOMES WITH EVERY AVAILABLE TOOL. THE ORDER COMMITS TO DIRECT 40% OF THE BENEFITS FROM CLIMATE INVESTMENTS TO ENVIRONMENTAL JUSTICE COMMUNITIES, AS INFORMED BY EJ COMMUNITIES. THE ORDER ALSO CREATES A WHITE HOUSE ENVIRONMENTAL JUSTICE INTERAGENCY COUNCIL AND A WHITE HOUSE ENVIRONMENTAL JUSTICE ADVISORY COUNCIL (WHEJAC). PROVING THE PERSISTENT AND SIGNIFICANT INFLUENCE OF EJHA ON FEDERAL POLICY, 31 PERCENT OF PRESIDENT BIDENS APPOINTEES TO THE WHEJAC ARE AFFILIATED WITH EJHA. 3. CAMPAIGN FOR HEALTHIER SOLUTIONS -- THE CAMPAIGN FOR HEALTHIER SOLUTIONS (CHS) IS A SEVEN-YEAR EFFORT BY COMING CLEAN, EJHA, AND GRASSROOTS COMMUNITY GROUPS, TO WIN COMPREHENSIVE SAFE CHEMICAL POLICIES FROM DISCOUNT RETAILERS OPERATING IN EJ COMMUNITIES. WITH PRESSURE FROM CHS, DOLLAR GENERAL AND DOLLAR TREE/FAMILY DOLLAR (THE TOP 3 CHAINS IN THE COUNTRY) HAVE BEGUN TO TAKE CONCRETE STEPS TO RESTRICT THE NUMBER OF CHEMICALS IN THEIR PRODUCTS. A) DOLLAR TREE HAS REMOVED 17 TOXIC CHEMICALS OF HIGH CONCERN FROM ALL PRODUCT LINES, AND JOINED THE CHEMICAL FOOTPRINT PROJECT (OF CLEAN PRODUCTION ACTION, A COMING CLEAN MEMBER) TO COMMIT TO CONTINUOUS IMPROVEMENT ON TRACKING, DISCLOSURE AND SAFER SUBSTITUTION OF TOXIC CHEMICAL. IN THE PAST YEAR. B) DOLLAR TREE AGREED TO REMOVE GLYPHOSATE (HERBICIDE), NEONICITINOIDS (INSECTICIDE), PHTHALATES AND PFAS FROM PRODUCTS. C) DOLLAR GENERAL MOVED TO BAN 8 CHEMICALS ACROSS ALL PRODUCT CATEGORIES AND AGREED TO RECEIVE A FORMAL PROPOSAL FOR HEALTHY, LOCAL FOOD PROCUREMENT. 4. MEMBER ENGAGEMENT -- THE NUMBER OF MEMBERS WHO WERE CONSISTENTLY ACTIVE IN IN 2021 HAS MORE THAN DOUBLED SINCE 2019. MORE THAN 84% OF ALL PARTICIPATING ORGANIZATIONS WERE ACTIVE IN 2021, JOINING CALLS, LEADING TEAMS, AND SUPPORTING CAMPAIGNS. THIS IS COMPARED TO 60% THE PREVIOUS YEAR AND 45% TWO YEARS AGO.5. 20TH ANNIVERSARY -- 2021 MARKED COMING CLEANS 20TH ANNIVERSARY, AND TO CELEBRATE WE HONORED AND REFLECTED WITH OUR MEMBERS. WE CAPTURED STORIES FROM ACROSS THE COUNTRY IN OUR MEMBER SPOTLIGHTS, AND HOSTED QUARTERLY EVENTS, INCLUDING SKILL SHARES, A FILM SCREENING, AND A COMMUNITY DISCUSSION AND PANEL. THESE WERE IMPORTANT, REJUVENATIVE, CONNECTIVE EVENTS DURING THE PANDEMIC RESTRICTIONS. 6. STAFFING & CAPACITY -- TO GROW OUR IMPACT AND INCREASE OUR STRATEGIC CAPACITY TO SUPPORT OUR NETWORK, COMING CLEAN ADDED SEVERAL KEY ROLES IN 2021, INCLUDING FEDERAL POLICY DIRECTOR, MANAGER OF COMMUNICATIONS AND MEDIA, AND INFORMATION TECHNOLOGY SUPPORT SPECIALIST.7. HAZARDOUS FACILITIES -- UNDER THE BIDEN ADMINISTRATION, WE HAVE SUCCESSFULLY ADVOCATED FOR THE RISK MANAGEMENT PLAN RULE - THAT REQUIRES FACILITIES THAT USE HAZARDOUS CHEMICALS TO DEVELOP RISK MANAGEMENT PLANS AND SUBMIT REVISED VERSIONS OF THOSE PLANS EVERY FIVE YEARS - BE REOPENED FOR STRENGTHENING AMENDMENTS, INCLUDING FIRST-EVER REQUIREMENTS TO PLAN FOR, PREVENT, AND MITIGATE WORST CASE DISASTERS AT FACILITIES RESULTING FROM EXTREME WEATHER DUE TO CLIMATE CHANGE. 8. NEW REPORT -- COMING CLEAN, IN STRATEGIC PARTNERSHIP WITH EJHA, ISSUED UNPREPARED FOR DISASTER: CHEMICAL HAZARDS IN THE WAKE OF HURRICANE IDA. DOCUMENTS THREE OF THE TOXIC CHEMICAL INCIDENTS THAT OCCURRED AS A RESULT OF THIS NATURAL DISASTER, AND HOW THE SURROUNDING COMMUNITIES WERE IMPACTED -- ALSO CALLS ON THE EPA TO UPGRADE THEIR POLICY, KNOWN AS THE RISJ MANAGEMENT PROGRAM OR RMP -TO PREVENT CHEMICAL DISASTERS LIKE THIS FROM HAPPENING IN THE FIRST PLACE.
