ESTABLISHED TO SUPPORT THE THOMAS BALCH LIBRARY IN LEESBURG, VIRGINIA. AT THE BOARD'S DISCRETION MAY PROVIDE FINANCIAL SUPPORT TO EXPANSION OF THE LIBARARY PROGRAMS, PROVIDE GRANTS TO EDUCATION, RESEARCHERS AND SPEAKERS, AND PROVIDE FOR PURCHASES AND REPAIRS.
