TO PROVIDE COMPREHENSIVE SERVICES SUCH AS HOUSING, COUNSELING, MEDICAL CARE, ANTI-ABUSE SUPERVISION, AND VOCATIONAL EVALUATION FOR THE REHABILITATION OF DYSFUNCTIONAL INDIVIDUALS AS AN ALTERNATIVE SENTENCING FACILITY TO INCARCERATION.
