TO ASSIST MERCER COUNTY BY SERVING AS THE SINGLE COUNTY AUTHORITY TO ADMINISTRATE, COORDINATE, AND DELIVER A COST-EFFECTIVE, BEHAVIORAL HEALTH MANAGED CARE PROGRAM TO REDUCE THE INCIDENCE AND PREVALENCE OF SUBSTANCE ABUSE AND MISUSE AS WELL AS IMPROVE THE QUALITY OF LIFE OF ADULTS AND CHILDREN WITH MENTAL ILLNESSES.
