TO PROMOTE ECONOMIC AND SOCIAL DEVELOPMENT IN A WAY THAT PROTECTS NATURAL RESOURCES AND SERVE AS A CATALYST FOR CONSERVATION PROGRAMS IN THE ERIE BASIN AREA.
