TO PROVIDE RENOVATIONS AND IMPROVEMENTS OF LOW INCOME HOUSING INCLUDING LOW INCOME ENERGY ASSISTANCE PROGRAMS BY RESPONSIBLE CONTRACTORS THAT PROVIDE FAIR WAGES.
