COSTS ARE KEPT AT AN ABSOLUTE MINIMUM BY ONLY USING VOLUNTEERS, AND ONLY CONDUCTING REPAIRS AND/OR EXPENDITURES THAT ARE ABSOLUTELY NECESSARY.
