MIRC WAS NEVER INTENDED TO BE A SERVICE PROVIDER; INSTEAD, ITS FOCUS IS ON IMPORTANT POLICY PRIORITIES, ORGANIZING, ADVOCACY, AND INFORMATION SHARING.
