USING THIS INFORMATION, CLEC HOPES TO HELP CONSUMERS TO UNDERSTAND WHY NEW ENGLAND IS EXPERIENCING A SERIOUS CRISIS IN SKYROCKETING ENERGY COSTS, TO HELP ADDRESS THE UNDERLYING CAUSES OF THESE COST INCREASES, AND TO HELP PUBLIC OFFICIALS TAKE NOTICE AND TAKE ACTION TO ADDRESS THE NEED.
