MANAGE THE PARKS SYSTEMS FOR FRANKLIN AND SIMPSON COUNTY. UPKEEP AND MAINTAIN THE PARK PROPERTY. ESTABLISH PROGRAMS FOR SIMPSON COUNTY RESIDENTS
